Special Requirements

Confidentiality
Do not include any confidential information on any documents you submit for a job vacancy, such as your State application, resume, or educational transcripts. Confidential information that should be excluded or removed from these documents includes, but is not limited to, your Social Security Number (SSN), birthdate, student identification number, driver’s license number (unless required), basis of eligibility, examination results, LEAP status, marital status, and age. Employment Application (STD.678)
It is a requirement to submit work experience, dates, and hours worked, contact names and phone numbers of supervisors on the state application. Resumes or other documents cannot substitute a state application. Applicants who fail to submit a completed STD. 678 will not be considered.

Statement of Qualifications (SOQ)
Interested individuals must submit a Statement of Qualifications (SOQ) in addition to the standard state application (form STD 678). Your SOQ will be considered the first interview for this position. If your qualifications are competitive, you will be invited to a formal interview. Resumes, cover letters, or any other documents cannot substitute the SOQ . When completing the SOQ, number your responses , include all relevant experience, education, and training, as applicable, and explain all answers thoroughly. Your SOQ should not exceed two pages, single-spaced, Arial 12-point font and address the following :

1. Describe how your training, experience and/or education correspond with the knowledge, skills and abilities listed in the desirable qualifications.
2. Describe your experience and provide examples of how you have managed a heavy workload with competing priorities and the steps taken to ensure deadlines were met.
3. Describe your experience with (and/or knowledge of) the State of California’s merit selection process and reviewing of minimum qualifications.  

HCD Disclosure Requirements
Selected candidates may be subject to rules imposed by a Conflict of Interest Code that apply to HCD employees, which may require filing a Statement of Economic Interest (Form 700).

Desirable Qualifications

• Experience and knowledge of State of California classification and pay, selection and merit base hiring process
• Experience analyzing, interpreting and applying personnel laws, rules, policies and procedures

• Experience providing consultation and guidance to managers and supervisors
• Experience with analyzing personnel related information
• Ability to provide clear and concise communication, both written and verbally, while using tact and good judgement
• Experience writing and developing policies and procedures

• Strong critical thinking and analytical skills
• Ability to work both independently and collaboratively in a team
• Excellent attention to detail and accuracy
• Ability to think creatively, develop logical conclusions, problem solve, provide recommendations and alternative solutions
• Ability to provide completed staff work
